Tiffin Community Reinvestment Areas #2-4

The new (2018) spec building in the Eagle Rock Business Park is receiving a 15-year, 100-percent CRA tax exemption.

Tiffin Community Reinvestment Areas (CRAs) #2, #3, and #4 are generally located in industrial areas in Tiffin. They are CRAs established prior to the major 1994 change in state law; such CRAs is often referred to as a “pre-1994” CRAs. Please refer to the main article on CRAs for general information. This article provides information on the benefits and process for obtaining a CRA tax exemption in Tiffin CRAs #2, #3, and #4.

Locations

Benefits – Fixed

In a pre-1994 CRA, the benefit levels are fixed and not subject to negotiation or approval by any legislative body. They are as follows:

  • Renovation of residential property (two units or less) – 10 years, 100 percent
  • Renovation of residential (more than two units), commercial or industrial property – 12 years, 100 percent
  • New construction of residential, commercial, or industrial property – 15 years, 100 percent

Process

  • Step 1 – Contact Nick Dutro at TSEP, dutro@tiffinseneca.org or by cell at 419.767.0328. Nick can verify the project is in the CRA and help determine if there are any other resources that can help the project.
  • Step 2 – Draft and send a quick “letter of intent.” Once Step 1 has been completed, an email and/or letter should be sent to Nick for Seneca County Auditor Julie Adkins (jadkins@seneca-county.com). It needs to identify the parcels involved, amount of investment, business doing the investment, and timing.
  • Step 3 – Complete the project.
  • Step 4 – Fill out and submit application to Nick. He will review the application and verify the project has been completed. Application should include a copy of the Building Permit and Occupancy Permit (for commercial properties) and record of the work done and costs associated, with either supporting documents or a written and signed affidavit. This document will need to equal the total cost of the abatement being sought. The housing officer may make an inspection of the property to confirm that the stated improvements were completed.
  • Step 5 – The housing officer will send completed application to the school district. There is a 14-day waiting period after the letter is received.
  • Step 6 – Completed application will be sent to the County Auditor for review, and if the project is eligible and the application is complete, she will issue a letter notifying the applicant that the project (property improvements) will be exempted.

Tiffin Pointe housing development announced

The NRP Group is awarded $800,000 state tax credits for the $9.1M project

Tiffin PointeTIFFIN, OHIO – June 16, 2016 – Following yesterday’s announcement by the Ohio Housing Finance Agency (OHFA) awarding $800,000 in housing tax credits to the NRP Group, the Cleveland-based housing developer announced today that they intend to move forward with the Tiffin Pointe garden-style apartment complex project. The project will be located on 7.5 acres at 1692 West Market Street, and construction is expected to begin early next year.

The Tiffin Pointe project will feature up to 52 two-, three-, and four-bedroom units along with a Clubhouse.  The project will involve a total investment of $9.1 million, and the units will have open floor plans, multiple bathrooms, modern appliances, and security systems. The property will feature a clubhouse, picnic area, library, playground, laundry facilities, and a computer room. There will also be onsite management to oversee the property and work directly with residents to assist them in connecting with local, state, and federal resources.

In making the announcement, NRP Assistant Developer Mary Hada praised the community, saying “Tiffin has been one of the easiest communities to work in, and we hope to do future projects here. We are excited that this development will provide additional quality affordable housing and meet a large community need.” The project was one of 40 to receive tax credits out of 92 applicants and is still contingent on receiving a local Community Reinvestment Area tax exemption. NRP plans on applying for that program in the near future.

NRP is also required to create, fund and implement a relocation assistance plan to help any involuntarily displaced residents of the current Westgate Mobile Home Park, which is located on part of the site and has 16 units. The plan will be funded by $50,000 in pledged developer fees and will be reviewed and approved by the Seneca County Family and Children First Council as well as WSOS Community Action.

Tiffin Mayor Aaron Montz was very pleased by the news. “We’re firing on all cylinders right now, with industrial, retail, downtown, and now residential development booming as well. And the best part is, we are improving the quality of life for all Tiffin residents and putting measures in place to ensure everyone affected will be supported.”
