Vanguard-Sentinel launches Telecommunications Tower Technician program

Husted approves programs at three schools

COLUMBUS, Ohio – November 17, 2021 — Ohio Lieutenant Gov. Jon Husted, who serves as Director of the Governor’s Office of Workforce Transformation (OWT), announced Nov. 17, the launch of Telecommunications Tower Technician Programs at North Central State College, Hocking College, and Vanguard-Sentinel Career & Technology Center. This announcement is part of a larger effort by OWT and BroadbandOhio to grow the workforce needed to expand broadband access and 5G in Ohio.

The “Strengthening Ohio’s Broadband & 5G Workforce” Strategy, released in September, identifies the need for a skilled and prepared workforce to fill broadband and 5G jobs. The strategy outlines a plan for increasing broadband industry career awareness and creating more training and education programs in the state. The three Telecommunications Tower Technician Programs announced today will provide students with the knowledge and hands-on experience to start their careers in the telecommunications industry as a Telecommunications Tower Technician I.

“This is another example of how our administration is actively working to eliminate barriers to expanding Ohio’s broadband and 5G infrastructure,” said Lt. Governor Husted. “The Telecommunications Tower Technician programs will help address the workforce gap by providing students with the in-demand skills and experience needed to get a high-paying job with clear opportunities for advancement.”

Lt. Governor Husted traveled to North Central State College (NCSC) in Mansfield to promote the Telecommunications Tower Technician Program, which will launch in the Spring of 2022 at NCSC, Hocking College, and Vanguard-Sentinel Career & Technology Center. The program is 240 hours and will cover a variety of topics, including safety, basic rigging and fall protection, principles of electricity, fiber optics, wireless technology, cell components, antenna basics, spectrum management and more.

“The Kehoe Center is perfect for the Tower Tech program,” said President Dorey Diab of North Central State College. “We have the space available and numerous laboratories already in place to support the training required. In addition, we’re excited to work with new industry partners to provide the qualified workforce they require. NC State is always striving to adapt to meeting the evolving needs of our regional partners. Tower Technicians will be highly skilled and provide the professionals who complete the program will have great careers.”

The State of Ohio identified the program as a plug-and-play model to bring to Ohio, worked to find the institutions that would host the program, and provided initial funding to help launch it.

“Hocking College is proud to be a pilot site for the Tower Technician 1 program in Southeast Ohio, partnering with the state to expand telecommunication training in Ohio and preparing Ohioans for good jobs in Appalachian Ohio,” said President Betty Young of Hocking College.

“We are excited to be part of the 5G broadband initiative in the state of Ohio and to establish a program in Northwest Ohio that will meet the workforce needs and will give students the opportunities to earn in-demand industry credentials and pathways to a great career,” said Superintendent Greg Edinger of Vanguard-Sentinel Career & Technology Center.

“The Ohio Governor’s Office of Workforce Transformation has worked closely with our industry to develop these first-class Telecommunications Tower Technician 1 (TTTI) programs that will ensure the Buckeye State’s educational system is graduating career-ready technicians,” said Todd Schlekeway, President & CEO of NATE: The Communications Infrastructure Contractors Association. “The TTTI program curriculum that is being implemented in these designated Ohio schools will move the needle on the industry’s workforce needs by providing training courses that prepare students for rewarding careers in a rapidly growing industry without taking on college debt. Governor Husted for his continued support for our industry and for leading the nation with these important investments in critical workforce development programs.”

Today’s launch represents another project related to broadband expansion that builds upon efforts by Governor Mike DeWine and Lt. Governor Husted to expand and enhance high-speed internet access for businesses and families throughout Ohio.

Northwest Career Ready hires its first full-time leader

Ohio native to lead regional Business Advisory Council beginning Sept. 13

TIFFIN, OHIO – August 23, 2021 – The Tiffin-Seneca Economic Partnership (TSEP), in partnership with Vanguard-Sentinel Career & Technology Centers and Terra State Community College, announced the hiring of Chandler Grooms as a new Workforce Development Manager to lead Northwest Career Ready, a regional Business Advisory Council for several local school districts in Seneca and surrounding counties. Grooms is set to begin his job at TSEP on Sept. 13, 2021.

“I am excited about applying my experience and skills to Northwest Career Ready and helping thousands of students experience work-based learning and identify rewarding career pathways in their home communities,” Grooms said. “The collaboration here is incredible and growing, and I look forward to strengthening existing partnerships and supporting our local school districts and businesses.”

A former operations manager and interim executive director with the Ohio-West Virginia Youth Leadership Association, Grooms has also worked with Lighthouse Youth Services, in the hospitality industry, and for his local YMCA. He is also a four-year AmeriCorps volunteer with a passion for helping high school students reach their potential and a graduate of Shawnee State University with a degree in political science.

Greg Edinger, Superintendent of Vanguard-Sentinel Career & Technology Centers, celebrated the move. “Helping students prepare for and successfully pursue career pathways is core to our mission, and we continue to be committed to Northwest Career Ready and creating work-based learning opportunities for all. We welcome Chandler to the team.”

Terra State President Ron Schumacher agreed. “In the last two years, we have been able to develop a collaborative strategic plan for work-based learning, streamline and consolidate business advisory councils, and create a marketing plan to spread the word. We are excited to have a full-time person focus on strengthening partnerships and executing our plans.”

“Over the last couple of years, Tiffin City School’s Director of Academic Affairs Amy Wood did an amazing job helping us establish a foundation for success,” said TSEP President & CEO David Zak. “We’re confident Chandler can help build on that success to write the next chapter positively impact education, workforce, and economic development.”

In 2019, Tiffin City Schools, Vanguard-Sentinel Career and Technology Centers (VSCTC), and Terra State Community College partnered with the Jobs for the Future (JFF) and their Pathways to Prosperity (PTP) national network to develop deeper relationships with regional business, industry, and educational institutions. That national PTP network includes programs in Arizona, California, Delaware, Hawaii, Illinois, Minnesota, New York, Ohio, Tennessee, and Texas. Vanguard Sentinel chosen as pilot site for new state program

Fremont, Ohio — Lt. Governor Jon Husted, in his capacity as Director of the Governor’s Office of Workforce Transformation, joined Ohio Development Services Agency Director Lydia Mihalik and Ohio’s State Superintendent of Public Instruction Paolo DeMaria last week to announce a new pilot internship program that will help connect students with technology roles at Ohio businesses.  This program will have 12 pilot sites throughout the state of Ohio, and Vanguard-Sentinel Career & Technology Centers has been named as one of these sites.

The High School Tech Internship pilot program is an opportunity for Ohio employers to hire high school interns and receive reimbursement for a portion of their wages. The goal of this pilot program is to connect Ohio’s high school students with technology roles and technology businesses in Ohio at an earlier age.  Businesses who are interested in hosting a student intern to be placed in a technology role that focuses on software, data, cloud and IT infrastructure, and cybersecurity should email Angie Morelock at for more information by May 17, 2021. 

“The incentive this program offers to local businesses to bring on a high-school age intern provides a wonderful opportunity for our students that have been trained and earned credentials in the Information Technology field,” explains Superintendent Greg Edinger.  “Often companies show hesitancy hiring high school students so we are thankful to Lt. Governor Husted for offering this incentive and for believing in our programming and students, and the role they play in the future.” 

In order for businesses to qualify for the wage reimbursement they must:

  • Submit documentation proving that the individual was employed for a minimum of 150 hours
  • Submit documentation proving that the individual was paid at least $12.00 per hour.
  • Employers can receive wage reimbursement for a maximum of four individuals per calendar year.
  • Employers can receive up to $1,250 in wage reimbursement for individuals 17 years of age or younger and up to $1,000 for individuals ages 18 and 19. 
  • Employers may receive an extra $100 in reimbursement if they can demonstrate the intern earned an industry credential recognized on the Innovative Workforce Incentive Program list by the time of the reimbursement request.

Vanguard-Sentinel Career & Technology Centers receives Partnership in Development Award

TIFFIN, OHIO – March 9, 2020Vanguard-Sentinel Career & Technology Centers, opened in 1968, was recognized for their role in providing educational opportunities to youth and adults with the Partnership in Development Award by Tiffin-Seneca Economic Partnership during its 2020 Annual Meeting.

“Then-(Ohio Gov. Jimmy Rhodes) had this vision that if we could to bring in multiple partners together — our schools, our community members, our businesses partners — we could create a network of schools in one central location that would bring even more opportunities for students to get career training, workforce training and meet the demands of the workforce,” said Vanguard-Sentinel superintendent Greg Edinger.

The school has evolved over the past 50 years. Today, Vanguard-Sentinel serves more than 1,200 high school freshman to seniors, 700 more high schools through other satellite programs in the communities and 3,000 adult students in the Adult Technical Center.

The centers provide multiple opportunities to high school in short-term training or classes for one to four years, and offer opportunities for industry credentials for technical skill attainment, pre-apprenticeship opportunities, advanced placement in business of their choice.

Vanguard-Sentinel makes it a priroty to be involved with the community. In 2019, staff and stuents participated in 4,000 hours of community service.

“While there are always many new and exciting changes happening in the district, the one thing that has stayed constant and will not change is the importance of working hand-in-hand with our community and business and industry partners, and with that, being honored with this award just makes us all so proud here at Vanguard-Sentinel,” Edinger said.

TIFFIN, OHIO – August 6, 2018 – The AT&T Foundation presented a $10,000 contribution on Monday to the Year Thirteen, a program providing high school seniors with mentoring and resources to ensure high school success and help them attain post-secondary career goals. The contribution will help fund a part-time director position for the program, which will launch this fall with the Tiffin Columbian High School graduating class of 2019.

Education and student success are a cornerstone of AT&T’s community initiatives. Since 2012, AT&T employees have provided more than 1.6 million hours of mentoring to students, and its AT&T Aspire initiative has committed more than $400 million since 2008 to promote student success in school and beyond. “We are very proud to support this new program for students in Tiffin,” said Nicolette Jaworski, AT&T’s Director of External Affairs for Cleveland and Northwest Ohio. “It aligns perfectly with our desire to see more students be successful.”

The program was modeled after the successful Presidential Pathways initiative started at Marion City Schools under the current superintendent of Tiffin City Schools, Gary Barber. “Much like the Presidential Pathways program, the Year Thirteen will allow us to build and leverage relationships within the community, keep our talent local, and focus on workforce development by putting in place a dynamic system aligned with our community’s needs,” he said. “It will also be a measuring stick for our school system.”

The program focuses on eight key areas designed to promote student success leading up to and following graduation. These areas are: high school success, relationship building, career exploration, career success, job skills, work skills, and community engagement. All students in their senior year at Tiffin Columbian High School will be connected with a counselor that will check in with them periodically throughout the school year and the year following their graduation to promote the student’s success in university, vocational school, or entering the workforce.

Several organizations have partnered to participate in the program including: Tiffin City Schools, Vanguard-Sentinel Career & Technology Centers, Tiffin University, Heidelberg University, Terra State Community College, Seneca County Department of Job & Family Services, Family, Adult & Children First Council, and the Seneca Industrial and Economic Development Corp. (SIEDC).

SIEDC facilitated the grant process, citing a workforce gap as a key county-wide concern. “Unemployment is consistently low, and the biggest pipeline of talent is our educational system – K12 and higher education,” SIEDC President and CEO David Zak said. “Improving college completion and preparing high school students for successful careers is, therefore, a top priority, as the workforce needs are at all skill and education levels.”
